TCP/IP without admin rights

How can I set a user level that allows users to change TCP/IP settings without having admin rights on the local PC? I’ve looked at NetSwitcher and Mobile Essentials, but both appear to require admin rights to make registry changes. I want to allow these changes while keeping the PC locked down for most other changes.
