TCP Timeout

I have a client who uses a dial-up router to connect his network to the rest of the Internet. When he tries to view a Web page on his Windows 98 machine and the router is not connected to the ISP, it takes so long for the connection to be established that the browser times out. Is there a way to increase this timeout period?
