TCPIP connectivity in Win98SE

I have an older PC I want to be part of a home network online with cable broadband. I installed a 3Com nic in it, using an updated driver.

Nothing I do can get this to ping the DLink router default address 192.168.0.1.

Also, I immediatelyget the Windows is shutting down issue, where that screen hangs upon shutdown.

Any NIC seems to cause that shut down issue, none can ping the router.
