tempdb keeps filling up

On my SQL 6.5 server, the tempdb database keeps filling up. I’ve increased the size, created performance monitor alerts to dump the transaction log and truncated it. None of that helps. The only way I am able to get the space back is to stop and restart the MSSQL services. This is becoming very fustrating and all help will be appreciated.
