Terminal Server and shadowing

We have recently added an additional server to our setup. It does not show up in program neighborhood. It also does not show up as an available server in citrix server administrator. It did show up on the PDC, however it was a “workstation or server” and not a server. Was it configured incorrectly? Is it necessary to reinstall to add this stand alone server to the domain? Users can log in to the server and use the apps ( apparently via the IP address) and it can be pinged. WE can not shadowfrom it. tHe ICA client is installed.
