Terminal Server assistance needed

My Terminal Server has no problems allowing either the Admin or a member of the Admin group to logon on to the Terminal Server Remotely via a Cable Modem or DSL using MSTSC.EXE (Microsofts Remote Desktop connection packaged with XP Pro) or even the Client Disks created by the Terminal Server. My issue is that I need to allow certain
managers to logon remotely but I always get the message;

LOGON MESSSAGE
The local policy of this system does not permit you to logon interactively.

STEPS I’VE DONE
Under the TS connection Manager Where in the properties of the RDP-Tcp connection under permissions, I have allowed for the listed users ‘User Access’ and even ‘Full Access’, but still I get that message.

In the Active Directory Users and Computers in each of the profiles of the members I want connect under ‘Terminal Services Profile’ to “Allow logon to terminal server”.

As well as tried the Local Polies ofthe terminal server.

None of these have allowed the user to use Terminal Services yet….any other suggestions would be greatly appreciated.
