Terminal Server in Windows98/95

I am developing an application which needs a terminal server functionality at multiple locations. I am familiar with the terminal server features of Windows NT/2000, however my problem is that the multiple locations where i need to build this functionality has windows95/98 machines.
I have no problems accessing this machines because of the dial-up server component, however I need a terminal server for windows 95/98 (98 atleast) & a terminal client for the same to provide management access to these machines from my client location.
Kindly suggest some options & possibilities.
