Terminal Server Locks up Arial Font

I have a Windows 2000 Terminal server with the Arial font installed. However, the Arial font becomes unavailable for install or uninstall or use in Word, Excel, etc soon after the Terminal Server boots up.

I suspect an application is using the Arial font exclusively.

Is there a way to see what application has a font or any file in use?
