Terminal Server – There are 1 user(s) co

A windows 95/98 user would shutdown the computer, and it will show the Sharing window: There are 1 User(s) connected to your computer. Shutting down your computer will disconnect them. Do you want to continue?
This is the normal window when a useris connected to your share drive when your try to shutdown your computer. I have verified that the computers do not have any share, and that the Terminal users do not have network browse capability. Upon using netwatcher, it will show a Terminal server user, the Terminal server as the computer and is connecting to IPC$.
This happens randomly to any computer and it is always a connection by the Terminal server even when the users do not use terminal services. It seems like the Terminal server is looking up the WINS list and opening a out session to the computers in the list. Using NBTSTAT -s will show all the open sessions and the computers it is trying to connect.
How can I stop this uninvited connections?
