Terminal service client disconnected

Client run os windows95,show message when
connect terminal server.
“The client did not connect to the terminal server.
The server may be too busy.Please try connecting
later.”
From Q307454 Microsoft Knowledge,I already down load the latest service pack.Where i install the
pack at terminal server or client?
