Terminal Services

I have installed Terminal Server and enabled the license for it via the internet. All of the clients connecting to the terminal server is running Windows 2000 professional. However, in the terminal server licensing program I see messages indicating that a few of the terminal have been issued temporary licenses throughout Jan. 01. I thoughtif all clients were running Windows 2000 that they should automatically be issued permanent licenses is this so?
