Terminal Services User account propertie

I have Terminal Services installed on a Windows 2000 Advanced server machine. For some reason, when I view properties for user accounts through User Manager, it doesn’t display any Terminal Server properties.
I looked up Microsoft Knowledge Base and came across a similar problem which suggested running the following command at the command prompt to resolve the issue
regsvr32 tsuserex.dll
I tried this command but the Terminal Server tabs under User account properties still didn’t appear.
Even tried reinstalling Terminal Services.
