The file can not be accessed by the system

When loading the Sims expansion packs this error message comes up :”The file can not be accessed by the system”
Windows XP home edition service pack 2
Hp pavilion dv 1000 lap top

Cd’s work on another pc
also copied the files to a hard drive and it still gives the same error message when trying to install from the hard drive
