the “log on interactively” message

I have been battling this message ever since I started using Windows 2000. I am fed up. Each time, I can not fix it and have to re-install 2000. Can anyone tell me what I am doing wrong. I install Windows 2000 using workgroup setup. I can log on properly. Everything works fine. Just to be sure I added everyone to the “Log on locally” right on the workstation. I added the computer to the domain and the next time I login I get the “log on interactively error”. This error appears whether I am logging into the domain or the workstation. I can not use administrator or the test user I setup. I tried running the ntrights command and get “error open policy”. I go to MIcrosoft Support and of course there is nothing there. Can anyone help me?
