Thinkpad modem problem

IBM Thinkpad 770 (Yes, I know its old – but it works). After reformatting to Win 98se (recovery disc not available), the modem is “not found” when trying to connect. However, on the second attempt (every time), it finds the modem and connects normally. Not much of a problem but damned annoying – any ideas? Its a standard 56k pcmia using Texas Instruments PCI 1250 CardBus controller. Just would like to know why Windows cant find the blasted thing first time round!
