Tips on Policy Editor

Hi,I just want to gain few tips regarding Security on Windows 95. We dont have any problem with Windows NT Workstation client on controling rights on their PC, the only problem is on the Windows 95 clients. Most of the users are changing the settings of their PC, they know how to go to Control Panel and change everything on it. Is ther anyway for us to provide a password for the Control Panel??? Weve tried Policy Editor in Windows 95 but it doesnt work the way we want it to be secured. Can you help us with this??? Is Windows 95 option pack is the answer???
