Toshiba 3480ct hd boot error

Toshiba 3480cdt Hd error
I have a toshiba protege3480cdt laptop which is displaying a no os incert system disk. I recently took the hd out and reformatted it on a windows xp machine via usb connection.when I tranferred the drive back to the laptop it would not boot even with a win98 boot disk. I have a usb floppy & external cd-rom drive attatched to the laptop but I cannot access any of them at all. I have already chaned the bios settings to boot either one but that still did not work. are there any specific toshiba hd utility software needed to properly format the drive(fugitsu 12gig)and access a dos prompt. or to access the external usb cd-rom
