tracking a member of downloadstuff site

How can i track a member of a video download site?from the download page when the user clicks the download link he has to be accounted for that download so that he does not exceed the download limit for 24 hours period from the last logon.I would like to implement the solution in JSP/Servlets.

i could not get replies from any forum from the last 2 weeks. I have been redirected from techRepublic to this site for the clarification and further discussion.I need guidance to complete the task very urgenly.
