Transfer old HD to new with W95/98 help

I have a user with very critical files using two small hard drives. He is currently using W95. I want to transfer all the data from the old hard drives to a new computer with a much larger hard drive and W98. What is the easist way to do this. The new hard drive already has W98 installed.
