Transparent Power Options Changes

I would like to change the Power Options Turn off Monitor from the default value of ‘After 20 minutes’ to 4 Hours or Never for ALL users and just not the Domain Admin account. How can I set this value through the admin account and have this value set for every user that logs onto this machine? I know it is probably simple, but I can’t seem to find the right way. Preferably I would like to change this value on the local machine without having to use a domain policy. Oh, it is a Windows 2000 Pro computer.
