tried to add a 2nd monitor now system wont enter bios

I just build this computer yesterday and when I got on this morning everything seemed to be ok. I was attempting to add my 2nd monitor and my keyboard and mouse suddenly lost power and my power button would not turn off my system. I turned it off at the psu after a few minuets and the system now does let me into bios. My power button now can turn on the system but cannot turn it off

things Ive tried
unplugging and re plugging mouse and keyboard into a different port
starting without anything plugged in
re-seating my ram and GPU
resetting cmos with pins

gpu: EVGA rtx 3070
mobo: ASUS AM4 TUF Gaming X570-Plus (Wi-Fi)
memory: G.SKILL Ripjaws V Series 16GB
drive: Samsung 970 EVO
