Trouble Shutting down win98

I am having trouble with shutdown. Sometimes it works and sometimes it doesn’t. I already cleared out several items in the msconfig, startup folder. The only thing I left was system tray and Norton Autoprotect. Any ideas? I do login to our NT network and we do use Citrix. Not sure if it has anything to do with it because other people are fine.
