Trouble with time

My Windows 98 Pc Time clock is running about 2and half times faster than it should.Please note the AM/PM time displayed in the bottom right corner.

I have formated my hard drive reinstalled windows,
removed and replaced the CMOS battery,uninstalled and reinstalled all my hardware,ive done everything I can think of short of setting fire to my pc.
If anybody out there can help me it will be highly appreciated.
