tv wonder cable tv signal unscrambler

I would like to know if there is a way to unscramble the cable TV signal that I use to hook up my ATI TV Wonder card. I can get a lot of channel on my computer with the card but there are some basic channels that are scrambled. Is there a device or software to give me the capability to do this?
