Tweaking registery network settings

Hello
I just installed a router for my cable modem. The NIC cards are the same model and brand, the computer running XP I get a speed test from msn.com\speed test of 1560 kb a second. The computer running Win98se gets a rating of 560 kb.
When I goto http://bandwidthplace.com/speedtest/ XP gets 2.0 meg a second 98 gets 1.3 meg a second.
Is there something I can tweak in 98, even the registry if need be.
