Two physical drives, but only one instal

I’m running Win 98se. I have one 10 gb drive. When I start windows it show that there are two 10 gb drives. I ran FDISK and it show 1 10 gb drive with C: assigned to it. But when I start Windows it show C: and D: both at 10 gb. What is causing this to do this.
