Two-user PC; only one user can access Internet (Internet explorer 7)

My Windows XP home edition PC has two-user profiles. I recently cloned (with Acronis True Image 10.0) the orginal 160GB hard drive and now have a 250GB SATA drive as the primary and the original drive as the secondary SATA drive. The second user was away for three months. Now that user is back and discovered access to the Internet is not working. When one clicks on the “e” (for Internet Explorer), the IE window hangs at..,”connecting…”. Task master is not able to close out the IE window; the computer has to be restarted; however, subsequent attempts produce same result – no Internet access. The other user has no problem connecting to the Internet on the same computer. I tried re-installing Internet Explorer 7, but no difference. Also, firewall is set to allow IE. Any advice on what may be the problem and how to fix it? Thanks.
