Ultimate query

My TUV4X Mobo just got returned to me. The AGP slot would only run at 2X with a 4X card.
After flashing BIOS to only newer version, my PIII 1.2 GHz would only run at 600 MHz. If I went back to old BIOS, pulled out chip and reinserted, it worked fine, but still only at 2X.
Even trying the new BIOS with 600 MHz, the AGP bus was still only 2X.
I sent it in and they flashed, tested, and said no problem found.
Am I getting ripped OFF?
Is my Geforce2 MX400 64MB no good?
Or is it the chip?
I’vesince replaced chip and the same thing happens.
