Unable to access some programs

Win ME screwed up. some programs can’t be open because either the path is wrong or the file itself is screwed up. It all occured after I attempted to delete shortcuts. (A little knowledge is dangerous) Anyway, until I reformat the drive I can’t evenplay yahoo spades online because a needed component isn’t accesable, and wont download.
