Unable to add printer and File sharing

I set up a home network with a linksys hub and cards and I am able to select file and print sharing on one computer but the main one I use will not let me install file and printer sharing. The option is not in my network properties and when I try toadd it I get a window error that says “System policies do not allow adding the selected device”. How do I get around this “System Policies” lockout?
