Unable to boot Win95

Hi

On booting my WIN95 box i am recieving this errorr mesage “While Initializing Device IOS Error :An I/O subsytem driver failed to load.Either a file in the .\iosubsys subdirectory is corrupt, or the system is low on memory.”

It will not bootin safe mode, when trying to boot in safe mode using prompts it crashes when loading drivers. Using several boot disks i cannot get the machine to see the CDROM drive. In CMOS the CDROM drive does not show up anywhere.Im not sure that after formating the hard drive i will be able to see my CDROM after bootup or if formating will erase this problem. If anyone has a fix for this problem please post. System is a 486 Win95, a tape drive and 5 1/4 drive are also installed that i want to take out.Thanks in advance
