unable to change the display settings.

When ever I try to change the desktop settings on my windows 98 system I get the following message. “The display control panel
is unable to change the display settings. Please check your display hardware
in device manager.” This was after installing NVIDIA Detanator 6.5 drivers.
I have already tried uninstalling the drivers, going back to old, etc nothing seems to work, and there doesn’t appear to be any problems.
