unable to connect to FTP in IIS 4.0

Guyz, i have a problem. In IIS 4.0 i made a ftp site and when i try to log in to the site i ma unable to, i tried to log on as administrator and i was unable to log on and when i try to log on as anonymous i am able to log on the ftp site. “allow anonymous” is checked and i added users in site operators ahich are administrator and test. I am unabel to log on when i try to login as administrator and test. Does any have solution for my problem. If nebody does have please help me out. Thanx
