Unable to do resource leveling

I started using MS Project Server recently. I created the first project in it. Every thing looks fine except tht I am not able to do resource leveling. I looked into Help and tried everything I cd think of including overallocation based on hour by hour basis. If anyone knows what else I might need to do, please help.
