Unable to Install & Run Program on Win2k

I install a program logged in as admin on Win2k machine(sp1). When trying to run program when logged in as user I get either a ‘kernel’ error or insufficient memory error. I know the memory is sufficient and I think this has to do with User Rights but I have edited these several times to no avail.
Has anyone seen this type of problem? It has occurred with two different programs that I tried to install. They both install flawlessly on NT 4.0.
