Unable to open/download files

Running Win98 and IE5 or IE6, when I try to open a file or download a file, the DOWNLOAD box will appear then an ERROR box appears stating “Internet Explorer is unable to open the requested site.” The “do not save encrypted pages to disk” block insetup is NOT checked. I have tried setting securities to minimum, I upgraded from IE5 to IE6. Any suggestions?
