Unable to open Printer Control Panel

I am not able to open the printer control panel to add or delete printers. I am Running Windows 2000 Professional with Novell 4.8 Client and McAfee 4.05. The computer has 128MB of RAM and an AMD Processor. When I check the Task Manager, the processor usage is extremely high. The SPOOLSV.exe, MSTASK.exe, and SERVICES.exe processes seem to be maxing out the processor, and using all of the RAM. I have tried disabling Spoolsv.exe, and there is much improvement, but this does not fix the problem. Does anyone know what might be causing a conflict or so much processor usage?
