Unable to run Live Update on Win 2000

Our users are unable to run Live Update with the NAV Corp Edition unless they have Admin rights which we can not do. Our server is a Win NT Server and our users are running Win2K. Any ideas on how to fix this problem? Thank you for your help in advance!
