I have a system at every once in a while. Gets “Moody” and will not run any of the Icons on the Desktop and will not run any program located in the start menu. You either get a “Windows Explorer Unable to run this command.” or “Control
Panel Access to the specified device, path or file is denied.” If you do to Run and type what is listed in the Target under properties the command runs fine. I have search and search for info on this problem and have tried everything MS has to offer (which was to check on the shell registry entry for corruption.) This did not help. I also reapplied SP3, no help. If I just wait long enough it starts working again BUT since this system is a production unit waiting until it feels better is not really an option. My Client is getting frustrated (and so am I) because of this ongoing problem. Any help would be greatly appreciated .
