Unable to see other network

Maybe some one can help me here. I am having truoble reaching a server on a network. Basically I can ping it, but only intermitanly. Even if I hard code the route using “add route” it still doesnt work. I am pinging via IP address, just to be sure it wasn’t DNS related. I talked to both our ISP’s and they haven’t added any Deny commands in the routers.

I don’t think it’s a patch cable -as I cannot get out to the whole network, But I can get to all other internet sites. Has any of you had this problem before? I am at witts end !!

Basically my client computers go out to the internet via a T-1, and I am trying to reach a network that is local to us physically, but is on the public internet. I think it may be a routing issue.
