UNDELETE after recycle bin emptied WIN95

One user has mistakenly removed some WORD DOCs. Some I can see using the DOS UNDELETE, however when attempting to change the first character I get “Windows has disabled direct disk access to protect your long filenames. To override see LOCK /?
I tried UNLOCK C: but still denied me access.

Also a folder, containing files was also deleted. I can’t even see the files because UNDELETE wants a folder.

Any utilities out there.
The machine is not being used to protect from overwriting these areas.
