Unexpected Error Network Connections

While trying to view the properties of a network connection in Windows XP, I receive an unexpected error and the protocols dialog fails to open. Therefore, no setting, TCP/IP, or otherwise can be modified. How can I fix this? I re-installed XP and it fixed the problem for about two days and now it exists again.
