Unknown Files Recreate

I have two files on one of my drives that keep recreating themselves:
dllbho.txt – Ths tracks all the directories I access on my system.
dllnscp.txt – This tracks websites.

I have NAV 2k2. No viruses. I use NIS 2k2. Nothing ever comes in.

What program creates them?
