Unload XP PRO and restort 98SE

Upgraded 98SE to XP PRO RC2, wanted to restore 98SE. Restore hangs when it says it cann’t create a folder CPQS, but I know it is because I renamed the folder and ran it again. It did create the folder. How can I get it to get past this point
