Unplugging USB device causes Restrictions message to pop up.

Can someone please help me locate the correct policy to clear the message, “Restrictions – This operation has been cancelled due to restrictions in effect on this computer…” It appears when a user clicks on the icon in the sys tray to remove USB flash pen device. Users are members of the power users group. Thank you.
