Unrecognized CR-ROM

My parents bought an old HP Legend 18GD for the grandkids to play games on. It looks like someone reformatted the hard drive and I cannot get Windows 95 to reload. I cannot get the system to recognize the CD-ROM. I have tried a new CD-ROM drive, loading the drivers and still no luck. Does anyone have any suggestions? Thanks!
