unresponsive hard drive

I formatted the hard drive from FAT to NFTS to reinstall windows XP SP2 Home Edition. Now the hard drive is formatted and the drive wont take a new install. I think it is something simple I am just overlooking.What do I do? This is on a Dell Optiplex GX100
