unstable system after installing memory

My windows 98 becomes unstable and won’t hardly even boot up after I upgraded memory and installed two modules of 256 DDR ram. It works with either module just fine but not both. The manufacturer of the computer said it should handle 1 G of memory. Any ideas how I can get both modules to work together?
