Upgrade problems

I am trying to put a Windows 2000 server into my current network of all NT 4.0 servers. When I am at the setup I try to place this into an existing domain as a domain controller it says that the domain is not an active directory domain. How can I get this 2000 server in my domain as a domain controller.
