upgrading from 95 to 98SE with OEM

I am the rightful owner of three Windows 98 CDs. Is there a way to use a Windows 98 OEM or non-OEM 98 disk (which I also own) to upgrade from 95? If possible, I don’t want to buy a 98 Upgrade version…but not so much that I would break the law.
Or..at last resort, is there a downloadable version of Pan Euorpean 98SE upgrade version. I haven’t found one in my internet serach.

I live in Istanbul. I’m an advanced user…with a money I’d rather spend on my kids than paying for an upgrade disk 🙂
